As of 2026, several states in the U.S. have enacted laws but there has not been any federal legislation. During the 118th Congress (2023-2024), more than 100 bills were introduced but none were passed into law. In 2025, a plan was proposed by the Trump administration that deals with regulations and copyrights (see
AI Action Plan).
The White House Accord
On September 29, 2026, AI executives voluntarily signed the White House Accord, whereby they agreed to self-regulate. In an interview shortly thereafter, Bill Gates said this was "insane."
The European Union Has Taken Action
On August 1, 2024, the AI Act in Europe was enacted. It treats five categories of AI use in an understandable manner (see
EU AI Act).
